Editor's Note: This previously unpublished paper was prepared by Dr. Stern for the Marburg Symposium on Compact Courses organized by the Federation internationale des professeurs de langues vivantes (FIPLV) in 1981. At first glance, it may appear to deal with foreign language teaching rather than ESL. However, a second look will show its relevance to the teaching of English as a second language to Canada's native people, to francophones in Quebec, New Brunswick and other areas with French school systems, in certain multicultural settings, and in other countries.
